Roofing was one of the five classifications (C-8, C-20, C-22, C-39, D-49) that lost the no-employee workers' comp exemption back in July 2023 under SB 216 — and as of January 1, 2026 the exemption is gone for everyone. The certificate must be e-filed with the CSLB by your insurer; details in the CSLB's workers' comp guidance. Note that sole proprietors and corporations do NOT have a statutory GL requirement — only LLC licensees do.
